A case of female genital mutilation (FGM) is either discovered or treated at a medical appointment in England every hour, according to the analysis of NHS statistics by a charity.

Between April 2015 and March 2016, there were 8,656 times when women or girls attended doctors’ surgeries or hospitals and the problem was assessed — the equivalent of one every 61 minutes.

LegislationFGM has been a criminal offense in the UK since 1985. In 2003 it also became a criminal offense for UK nationals or permanent UK residents to take their child abroad to have female genital mutilation.

Performing FGM on anyone under the age of 18 became illegal in the U.S. in 1997 with the Federal Prohibition of Female Genital Mutilation Act. As of 2015, 24 US states have specific laws against FGM. States that do not have such laws may use other general statutes, such as assault, battery or child abuse.

In May 1997, the federal government amended the Criminal Code and included the performance of FGM as aggravated assault under section 268(3).[31] Under the Criminal Code, any person who commits an aggravated assault is guilty of an indictable offense and is liable to imprisonment for a term not exceeding 14 years.[32] A parent who performs FGM on their child may be charged with aggravated assault. Where the parent does not commit the act but agrees to have it performed by another party, the parent can be convicted as a party to the offense under section 21(1) of the Criminal Code.[33]

Historically, communities all around the world have practiced FGM for centuries, dating back to the time of pharaohs. Today, FGM is concentrated in 27 African countries, Yemen and Iraqi Kurdistan, but it is also found elsewhere in Asia, the Middle East, and among immigrant communities around the world.[3] FGM has been outlawed or restricted in most of the countries in which it occurs, but the laws are poorly enforced.[4]
